When Frank Burns (Larry Linville) is put in charge of the 4077th in the absence of Col. Blake, the staff braces itself for the usual "orders are orders, rules are rules" nonsense. But every outrage committed by Frank in the past pales into insignificance when the power-mad CO declares a ban on liquor -- and even goes so far as to dismantle the officers' beloved still.
